Trade Compliance Manager
The Trade Compliance Manager is responsible for overseeing and executing all aspects of import/export (including virtual) customs activity in Mexico, with the potential of South America, for PolyOne’s Distribution business segment. The position will report to the Sr. Manager, Global Trade Compliance and will focus on oversight and collaboration with brokers and software providers; assessing and mitigating risk to ensure compliance with Mexican Customs and Tax regulations; executing functional program requirements (including IMMEX); and maximizing duty avoidance/reduction programs (NAFTA, PROSEC).
Additionally, this role will support the development and maintenance of corporate policies and procedures to ensure compliance with worldwide import and export laws and regulations. Some travel may be required.
Essential Duties and Responsibilities:
• Lead and conduct relevant import/export program activity (including IMMEX, PROSEC, AEO, Trusted Trader, NEEC, etc.) in accordance with SE, SAT, WTO, ICC, and PolyOne Policies and Procedures.

- Administer the application and confirmation of IMMEX VAT/IEPS Certification, registration, annual reports and updates with SE and SAT.
- Maintain and update SAT Portal/VUCEM including but not limited to entity information, Encargo Conferido, Carta de Encomienda, etc.
- Oversee and execute all Pedimento activity (including Standard Import/Export, ProForma, and Virtual Pedimentos) and Rectifications to ensure compliance with SE and correct regime assignment.
- Ensure physical and digital recordkeeping and controls of all import/export activity and related Fiscal files is in accordance with SAT customs law.
- Respond and facilitate all MX Customs/Tax authority queries, audits, fines/penalties, refunds, and visits regarding import/export activities.
- Review Datastage/Glosa IMMEX inventory reports, resolve discrepancies, rectify Pedimentos as needed, and ensure inventory balances are accurate.
- Provide MX Customs Broker with complete document package for direct MX imports and for MX exports (returns).
- Open and close Pedimentos for all indirect exports, identify and contact IMMEX customers, and provide Monthly Proforma by part number.
- Manage any Fixed Asset balances/transactions if applicable.
- Administer the application and confirmation of IMMEX VAT/IEPS Certification, registration, annual reports and updates with SE and SAT.
- Manage and execute all aspects of Free Trade Agreement programs (NAFTA) including vendor solicitations, qualification, issuance, and recordkeeping.
- Act as subject matter expert to communicate, collaborate, and respond to all PolyOne internal queries (i.e., Sales, Customer Service, Sourcing, Supply Chain, Product Stewardship, IT, Fiscal, Tax, etc.).
- Act as MX based legal representative for import/export administrative (signatory) purposes as delegated by the Acta Constitutiva.
- Oversee and audit MX Broker performed functions including but not limited to: Classification/Determination of: Harmonized Tariff Schedule (HTSMX), Import/Export Controls and licensing, and Country of Origin (COO) for articles, software, and technology; Completion of Previo/Inspections; Review and submissions of DODO/Shipment Dispatch; Submission of MX Import and Export Pedimentos (COVE, Valor de Manifiesto, Hoja de Calculo, etc.); and Approval of Import Duties and other fees owed to Broker.
- Own relationships with:
- MX Customs Broker – establish and ensure contract, Encargo Conferido, Carta Encomienda, and NDA exist; approve invoices and ensure payment; establish SOP's, audits, and KPI's.
- Third party software vendor to enable interface with SE and SAT, correct inventory balances between PolyOne ERP and SAT (DataStage/Glosa reports), and submission of monthly IMMEX Annex 24 and 31 reports. Establish and execute contract, software subscription/license, and invoice approval process.
• Liaison with internal and external counsel as needed.
• Monitor and identify changes in applicable rules, regulations, standards and related import/export trends relevant to the business unit; recommend and establish necessary modifications to policies and procedures.
• Conduct import/export auditing, track, and metric results; utilize Lean Six Sigma methodology to drive continuous improvement efforts.
- Review, approve, and allocate transportation invoices
- Schedule airfreight import transportation from origin to MX and ocean import transportation on carriage within MX; schedule drop and hook truckload MX imports.
- Develop and provide subject matter training to internal resources.
- Communicate status, opportunities, objectives, and questions with POC Global Trade Compliance Manager.
- Perform other work related tasks as assigned by the Global Trade Compliance Manager.

• Exposure to and understanding of Mexican trade regulations, including free trade agreements such as NAFTA
• Exposure to and understanding of international commerce and commercial terms (INCO Terms) as well as trade compliance practices and procedures as generally implemented in multinational organizations
Education and Experience
• 4 year degree or equivalent experience in international trade, customs brokerage, global logistics/freight forwarding
• Minimum of 5 years’ experience in international trade, customs brokerage, global logistics/freight forwarding or international business environment and regulatory compliance including import, export, classification (HTSUS), brokerage, customs and compliance.
- Proven Experience and successes with participating in SAT desk and intense audits, Maquiladora and IMMEX programs, and Free Trade Agreements.
